PREAMBLE


Kurdistan is an occupied and divided homeland of the Kurdish nation, whose people continue to be deprived of their fundamental human and national rights on their ancestral territory and remain under systematic oppression. The primary challenge facing Kurdistan and the Kurdish nation is not merely monopoly but also colonization and occupation.


Throughout history, the Kurdish nation has struggled to achieve its national rights and eliminate national oppression. While the Kurdish people have demonstrated determined national liberation movements, internal divisions, betrayal, and lack of unity have prevented them from achieving their legitimate goals. The absence of capable leaders, political figures, and competent diplomats has created significant gaps in the liberation movement, hindering the achievement of our legitimate objectives.


Therefore, as a contemporary political movement, after studying the historical failures of previous revolutions and movements in our peoples legitimate struggle, and learning from both successes and failures, we declare our commitment to fill the gaps in the political process and begin a path of contemporary struggle that aligns with modern international standards through diplomacy, political work, and gaining support from freedom-seeking and civilized nations.

 ARTICLE 1: ORGANIZATION FOUNDATION


 Section 1.1: Name and Identity
- **Name:** Kurdistan Future Movement (KFM)
- **Type:** Political movement and organization
- **Nature:** Voluntary association of patriots concerned with citizens rights, freedoms, land, and country, united around the political program of the Future Movement


 Section 1.2: Core Principles
- **Slogan:** "Right to Self-Determination - Federalism within the Central State"
- **Primary Goal:** Achievement of Kurdish national rights through peaceful and democratic means
- **Approach:** Modern political and diplomatic struggle


 Section 1.3: Operational Scope
- **Primary Area:** East Kurdistan and all regions where Kurdish compatriots reside
- **Headquarters:** [To be determined based on security considerations]
- **International Presence:** Active engagement with Kurdish communities worldwide


 Section 1.4: Symbolism
- **Flag:** A semi-open circle in green with four leaves, containing white text with the abbreviation "KFM" (Kurdistan Future Movement)
- **Colors:** Green representing hope and growth, white representing peace and purity


 Section 1.5: Founding Committee
The Founding Committee consists of political and intellectual figures who, recognizing the gaps in our peoples legitimate struggle, have established this modern manifesto. The Future Movement operates as a contemporary force engaging in political and diplomatic efforts to gain international support for ending national oppression and building a modern, progressive, and free society.

 ARTICLE 2: ORGANIZATIONAL STRUCTURE


 Section 2.1: Democratic Centralism
The Future Movement operates on the principle of democratic centralism:
- Democratic election of all organizational centers
- Consideration of both majority and minority opinions
- Decisions made according to public interest
- Full equality for all citizens
- Absolute commitment among members ensuring effective organizational action
- Collective decision-making process (individual decisions are not acceptable)


 Section 2.2: Organizational Hierarchy


 2.2.1: Local Centers
- **Function:** Main organizational units of the Future Movement
- **Responsibilities:**
- Regular and special reporting on all situations
- Communication of messages and recommendations
- Local coordination and implementation
- **Formation:** Established in cities and towns as necessary


 2.2.2: Main Center (General Assembly)
- **Composition:** Nine elected members
- **Authority:** Supreme authority over all centers
- **Responsibilities:**
- Supervision of constitution, principles, and policies
- Strategic decision-making
- Policy coordination


 2.2.3: General Supervisor
- **Election:** By the General Assembly
- **Role:** Primary responsible for Future Movement policies
- **Authority:** Commander-in-chief of military forces until formation of national forces


 2.2.4: Conference
- **Frequency:** Every two years
- **Purpose:** Review past work, set new plans, tactics, and strategies
- **Function:** Mid-term planning and evaluation


 2.2.5: Congress
- **Frequency:** Every six years
- **Authority:** Full authority of the Future Movement
- **Responsibilities:**
- Strategic planning
- Document approval
- Political reports
- Organization manifestos
- Media and financial decisions
- Mass mobilization strategies
- Full power of dissolution and change


 Section 2.3: Membership
- **Eligibility:** Any Kurdish citizen over 18 years of age
- **Requirements:** Full faith in constitution and rules
- **Obligations:** Active participation in projects and programs
- **Rights:** Equal participation in all activities

The Future Movement shall establish the following specialized centers:

 ARTICLE 4: POLITICAL OBJECTIVES


 Section 4.1: Primary Political Goals
1. **End Occupation:** Termination of Kurdistans occupation by the Islamic Republic of Iran
2. **Federal System:** Adoption of federal or confederal system
3. **Self-Determination:** Achievement of the right to self-determination


 Section 4.2: Political Gains Through Federalism
- Establishment of a free and democratic Kurdistan region
- Reflection of central and regional interests
- Formation of self-governing authority through free elections
- Creation of local government structures
- Adherence to Universal Declaration of Human Rights
- Drafting of permanent, comprehensive constitution
- Equal protection under law for all citizens
- Independent legislative, executive, and judicial branches
- Separation of religion and state
- Freedom of religious practice without discrimination


 Section 4.3: General Objectives
The Future Movement is a modern movement distinct from traditional parties and organizations. It represents the Kurdish people and leads with progressive forces believing in radical solutions for our peoples legitimate cause, prosperity, and advanced shared future.


 4.3.1: Long-term Vision
- **Ultimate Goal:** Establishment of a socialist society
- **Philosophy:** Socialism as necessary for human freedom and progress
- **Strategy:** Long-term socialist vision for Kurdistans future
- **Approach:** Democratic society building after national liberation


 4.3.2: International Relations
- Continuous efforts to establish friendship and solidarity
- Relations with states and nations supporting legitimate struggle
- International cooperation to remove national oppression
- Achievement of right to self-determination

 ARTICLE 5: ECONOMIC AND NATIONAL GOALS


 Section 5.1: Economic Development
- Scientific formulation of economic plans for Kurdistans development
- Renovation and expansion of factories and modern industrial equipment
- Utilization of minerals and underground resources
- Development of groundwater, rivers, streams, and lakes for agriculture, irrigation, energy, and tourism
- Attraction of private sector and international companies under public sector supervision
- Establishment of various factories and protection of small business owners
- Forest protection and expansion
- Development of tourism sector and attractions
- Formulation of appropriate trade policies
- Public sector control over market, inflation, and goods


 Section 5.2: Environmental Protection
- Protection of forests, gardens, and natural resources
- Conservation of animal resources (birds, fish, plants)
- Sustainable development practices
- Environmental awareness and education

- **Official Language:** Kurdish
- **Language Policy:** Comprehensive Kurdish dictionary law including all Greater Kurdistan dialects
- **Education System:** Democratic, science-based education
- **Compulsory Education:** Free primary education for all
- **Language Development:** Improvement of Kurdish language, literature, and dialects
- **Literacy:** System to eradicate illiteracy and build educated society


 Section 6.2: Freedom of Expression
- Progress and development through innovative and constructive criticism
- Employment opportunities for media and journalists
- Protection of journalists and wider opportunities
- Freedom of thought and constructive criticism


 Section 6.3: Cultural Development
- Public centers, parks, and libraries for intellectuals
- Translation and study of world cultures
- Free and progressive expression of opinion
- Research in intellectual fields
- Formation of intellectual elite across Kurdistan
- Spirit of criticism and self-criticism
- Emphasis on Kurdish thought, language, culture, and history

 ARTICLE 7: SOCIAL RIGHTS AND EQUALITY


 Section 7.1: Womens Rights
- Unconditional liberation of women
- Equal participation in political, social, economic, and working life
- Elimination of all forms of violence against women
- Full freedom for all civil, political, social, cultural, and economic activities
- Civilized education for women
- Freedom to choose spouse and determine destiny


 Section 7.2: Youth Rights
- Utilization of youthful abilities and care
- Provision of all youth necessities
- Elimination of gender differences in family, culture, and society
- Freedom and life necessities for both sexes after age 18
- Equal budget allocation for both sexes
- Education and attention for future generations


 Section 7.3: Community Organization
- Social system establishment for all classes
- Work organization according to availability
- Social protection and welfare system for all classes
- Prohibition of child labor under age 18
- Provision of living standards for children

 ARTICLE 8: IMPLEMENTATION AND ENFORCEMENT


 Section 8.1: Constitutional Authority
This constitution shall be the supreme law of the Kurdistan Future Movement, and all organizational activities must conform to its provisions.


 Section 8.2: Amendment Process
- Amendments require two-thirds majority vote in Congress
- Proposed amendments must be submitted six months before Congress
- All amendments must be published and distributed to members


 Section 8.3: Effective Date
This constitution shall take effect upon approval by the Founding Committee and shall be binding on all members and organizational units of the Kurdistan Future Movement.
